Harold D. Scoggins
Fire Chief | Seattle Fire Department
Chief Scoggins has more than 36 years of experience in the fire service, starting his firefighting career as a member of the United States Air Force in 1984. In 2015, he became the Fire Chief of the Seattle Fire Department, where he oversees a workforce of more than 1000 uniform and civilian members, serving a population of nearly 740,000 residents. Previously, Harold served the Glendale (California) Fire Department where he advanced through the ranks as Firefighter, Engineer, Captain, Battalion Chief, Deputy Chief, and in 2008, Fire Chief. Chief Scoggins has been involved in numerous community and professional organizations as a member of the WA Board Advisors for the American Cancer Society, past Ambassador for the King County Boys & Girls Clubs, a member of Seattle #4 Rotary Club, and a volunteer youth football coach. He currently serves as President of the King County Fire Chiefs and the Los Angeles Area Fire Chiefs Associations, and serves on the WA Fire Chiefs Association Board. He was elected to the Bloodworks Northwest Board of Trustees in 2025. Chief Scoggins has a Master’s Degree in Public Administration from California State University Long Beach and a Bachelor’s Degree in Fire Administration from Cal State University Los Angeles, as well as numerous professional certificates. Harold is married to his beautiful wife Abigail, and they have four children and three grandchildren.
Jeff Tomlin, MD
Retired CEO | EvergreenHealth
Jeff joined the Bloodworks Board of Trustees in 2025 after retiring from a 33-year career at EvergreenHealth, where he served as an anesthesiologist and as an administrator. Jeff held positions as Medical Director of Surgery, Medical Director for Quality and Safety, and Chief Medical and Quality Officer. In 2019, he became the CEO of EvergreenHealth. Six months after assuming this role, EvergreenHealth became the center of national attention due to its proximity to a nursing facility where the outbreak of COVID-19 was discovered. EvergreenHealth contributed to early patient care considerations, participating in remdesivir trials, developing the nation’s first drive-thru testing facility, and collaborating with Microsoft and others to develop a mass vaccination center. Graduating from the United States Naval Academy in 1976, Jeff was commissioned in the Marine Corps as a pilot, where he flew KC-130 aircraft. Leaving the Marines in 1982, he entered the University of Washington Medical School, graduating in 1986. Additionally, Jeff had a career in the Navy Reserve Medical Corps. He was mobilized in 2004 and had the privilege of caring for the wounded returning from Afghanistan and Iraq. He retired in 2014 after a combined 42 years of active and reserve duty. Jeff serves on the boards of LifeCenter NW and Military Community Youth Ministries. He enjoys time with his family, golf, fishing, music, and following Seattle Sports. He worked closely with Bloodworks while at Evergreen and is excited to contribute to its lifesaving work!
